Dit is een samenvatting van belangrijke punten.</div><div style="text-align: left;">&nbsp;</div><h1 style="text-align: left;">Samenvatting</h1>Meer dan negen op de tien zzp’ers die hun 
eigen arbeid aanbieden, werken voor meer dan 
één opdrachtgever. Deze ‘zzp’ers eigen arbeid’ 
voelen zich ondernemer en denken dat ze aan 
de criteria van de wet DBA voldoen.&nbsp;&nbsp;Opdrachtgevers worden onzekerder volgens deze zzp’ers 
en vragen hen vaker hun werk te doen in een payroll- of 
uitzendconstructie. De modelovereenkomsten worden in 
ruim een kwart van de gevallen al gebruikt. Bijna een vijfde 
zegt nooit een modelovereenkomst te gaan gebruiken en 
ruim een derde gaat het alleen doen als de opdrachtgever 
erom vraagt. 
Om haar voorlichting aan ondernemers goed vorm te geven, 
deed de Kamer van Koophandel (KvK) in december 2016 
met het KvK Ondernemerspanel onderzoek naar ‘zzp’ers 
eigen arbeid’ en hun opdrachten. Het gaat om ruim 77% 
van alle zzp’ers. Naast ‘zzp’ers eigen arbeid’ zijn er zzp’ers die 
hoofdzakelijk producten verkopen. Deze ‘zzp’ers producten’ 
zijn niet meegenomen in dit onderzoek.&nbsp;<h2 style="text-align: left;">Meer opdrachtgevers</h2>&nbsp;95% van de ‘zzp’ers eigen arbeid’ heeft meer dan één 
opdrachtgever. 33% heeft zelfs meer dan 10 opdrachtgevers. 
Gemiddeld besteden deze zzp’ers 41% van hun tijd aan 
de grootste opdrachtgever. Ondernemers met 2 tot 5opdrachtgevers besteden gemiddeld 56% van hun tijd aan 
de grootste opdrachtgever, voor ondernemers met 6 tot 10 
opdrachtgevers is dit 37%. De ‘zzp’ers eigen arbeid’ met meer 
dan 10 opdrachtgevers besteden gemiddeld 20% van de tijd 
aan de grootste opdrachtgever. Ondernemers hebben dus 
vaak minimaal één grote opdrachtgever en enkele kleinere 
opdrachtgevers ernaast. Uit het onderzoek blijkt ook dat 
meer dan 90% van deze zzp’ers zich ondernemer voelt, weet 
welke eisen de Belastingdienst stelt aan ondernemerschap 
en ook denkt aan deze eisen te voldoen.&nbsp;&nbsp;<h2 style="text-align: left;">&nbsp;Verkrijgen van opdrachten</h2>&nbsp;Bijna drie op de tien ‘zzp’ers eigen arbeid’ gaan nooit op 
zoek naar nieuwe opdrachten omdat opdrachtgevers hen 
benaderen (20%) of omdat zij al genoeg opdrachtgevers 
hebben (8%). Bijna een kwart (23%) van deze zzp’ers gaat 
alleen op zoek naar nieuwe opdrachten als dat noodzakelijk 
is. Bijna een derde (31%) besteedt er regelmatig aandacht 
aan en 14% zoekt continu naar nieuwe opdrachten. 3% 
neemt alleen opdrachten aan via een tussenpersoon, 
waardoor ze zelf niet op zoek hoeven naar nieuwe 
opdrachten. Bij het vinden van nieuwe opdrachten spelen 
het formele netwerk (83%) en eerdere tevreden klanten 
(74%) de grootste rol, gevolgd door collega-ondernemers 
(48%), het informele netwerk van familie en vrienden (43%) 
en sociale media (41%).&nbsp;&nbsp;<h4 style="text-align: left;">&nbsp;</h4><h2 style="text-align: left;">Gebruik modelovereenkomsten</h2>Van de ‘zzp’ers eigen arbeid’ heeft 79% in het verleden 
weleens een VAR-verklaring aangevraagd. 21% heeft dit nog 
nooit gedaan, omdat ze de VAR niet nodig hadden om te 
laten zien dat ze zelfstandig ondernemer zijn. De situatie na 
de invoering van de wet DBA ziet er als volgt uit.
• Van degenen die in het verleden weleens een VARverklaring heeft aangevraagd, gebruikt 28% nu een 
modelovereenkomst, een vijfde is er nog mee bezig (8%) 
of is het van plan (12%), 35% gaat dat alleen doen als 
opdrachtgevers er om vragen. De rest (17%) is het niet 
van plan.
• Van de groep ondernemers die nooit een VAR-verklaring 
heeft aangevraagd, geeft bijna de helft aan niet van plan 
te zijn om een modelovereenkomst te gaan gebruiken. 
Opvallend is dat een kwart van de ondernemers die 
nooit een VAR-verklaring heeft aangevraagd, nu wel 
gebruikmaakt (13%) of gebruik wil maken (7%) van een 
modelovereenkomst of nog bezig is om er eentje op 
te stellen (5%).&nbsp; <h2 style="text-align: left;">Opdrachtgevers onzekerder</h2>&nbsp;Terwijl ‘zzp’ers eigen arbeid’ zich zeker voelen over hun 
ondernemerschap, blijkt uit de antwoorden van de zzp’ers 
dat opdrachtgevers zich in 2016 onzekerder voelden dan 
in 2015. Bijna een vijfde (18%) van de zzp’ers heeft in het 
afgelopen jaar vaker meegemaakt dat een opdrachtgever 
liever geen zzp’ers meer inhuurt ten opzichte van het jaar 
ervoor. Ze lopen vaker tegen opdrachtgevers aan die alleen 
nog maar willen werken via een tussenpartij, zoals een 
bemiddelaar, een payroll bedrijf of een uitzendbureau.<h4 style="text-align: left;">&nbsp;</h4><h2 style="text-align: left;">KvK Ondernemerspanel&nbsp;</h2>De KvK voerde het onderzoek in december 2016 uit onder 
het KvK Ondernemerspanel, dat bestaat uit ruim 4.000 
zzp’ers en mkb-ondernemers. Op 14 december 2016 zijn alle 
1.629 zzp-leden van het panel uitgenodigd om de vragenlijst 
in te vullen. In totaal vulden 804 deelnemers de vragenlijst 
in, een respons van 49%. Van de 804 deelnemers bieden 580 
zzp’ers vooral eigen arbeid aan en zijn daarom meegenomen 
in dit onderzoek. Deze zzp’ers zijn actief in allerlei sectoren 
maar hoofdzakelijk in de sector advisering, onderzoek en 
overige specialistische zakelijke dienstverlening (52%). 
Andere veel voorkomende sectoren zijn informatie en 
communicatie (8%), verhuur van roerende goederen en 
overige zakelijke dienstverlening (8%) en bouwnijverheid 
(6%). De respondenten in dit onderzoek zijn gemiddeld 55 
jaar oud, tien jaar ondernemer en besteden gemiddeld 41
